Photo Soap Question

Hi there! I just tried out your idea for the photo soap - all went well except that some soap seeped inside the laminated plastic into the picture. What did I do wrong? Should I have waited longer after pouring the soap before putting the laminated picture in there? Any advice is appreciated!
